Harbor East Streetscape and Promenade

Located east of Baltimore’s iconic Inner Harbor, Harbor East is one of the City’s fastest-growing communities, comprised of waterfront residential and office buildings, luxurious new hotels, and upscale shopping and restaurants. Floura Teeter was awarded multiple contracts to develop streetscape revitalization plans along President Street and around the National Katyn Memorial in three separate areas and phases:

  • Phase I. Relocation of President Street and streetscape design associated with the Spinnaker Bay luxury apartment community.
  • Phase II. Improvements to the northeast parcel of the new memorial roundabout (Parcel ‘B’).
  • Phase III. Streetscape design for the Legg Mason office tower as well as rebuilding part of the bulkhead and decking along the waterfront promenade in front of the new Four Seasons hotel (Parcel ‘D’).

Improvements include new brick sidewalks, lighting, detailed brick paving at the building entries, street trees, and ADA-accessible ramps.
